REPURPOSING MASTERPLAN
In light of the COVID-19 circumstances, the Government of Aruba has actively been working on broadening the scope of opportunities to diversify Aruba’s economy. One such opportunity is the Refinery Repurposing Project which is an open bid to propose significant and feasible ideas to repurpose Aruba’s refinery.
The refinery has a 3,500,000 square meter to be repurposed into a new and productive industry for Aruba.

OIL TERMINAL - TRANSSHIPMENT TANK FARM
The Lower Crude Field hosts 17 large open floating roof tanks and two smaller dewatering tanks. Besides the normal crude pipeline system for storing crude, this facility also has a segregated piping system to store two additional “products”: a clean distillate and an intermediate, or a choice of two different intermediate products.
In addition to the tanks, the Lower Crude Field also has two refinery jetties (locally called reef berths; RB1 and RB2), which are equipped to handle up to the largest-sized ship. Specifically, RB1 can handle up to very large crude carriers (VLCC) while RB2 can handle up to ultra large crude carriers (ULCC). The minimum PBL (Parallel Body Length) required to dock vessels at the reef berths is 220 feet.

SHIPYARD - DRY DOCK (PHASE 1)
We envision a 2-dock facility consisting of a graving dock, floating dock, work area and a warehouse. The graving dock will be able to service ships up to 240x50 meters while the larger floating dock will be configured to service ships up 300x75 meters with a maximum depth of 12.5 meters. Services will include premier repair & maintenance jobs ranging from engine overhaul to general maintenance services.
Our favourable weather, strategic location and existing maritime network strongly position Aruba to gain market-share in this lucrative industry. That’s why we've designated a second plot for the expansion of the dock facility as we grow the business (Zone 202-2).

PRODUCT FIELD FMSA
The Upper Product Field terminal is currently used by the local Fuels & Marketing Supply (FMSA) company to import the island’s supply of Gasoline, Ultra Low Sulfur Diesel, Jet-Fuel and Heavy Fuel Oil. The Field includes 8 operational tanks, three jetties locally known as Finger Piers, truck loading rack, and existing piping. The Finger Piers have the capability of docking vessels at either side of the jetty, servicing predominantly smaller vessels up to 75K DWT. We will be including the 8 operational tanks and one finger pier within our operation.

MEGA YACHT FACILITY
We will develop a deep water port catered to various vessel types including mega yachts, service vessels, commercial vessels and a ferry. The port will be split into three platforms based on the vessel size: small, medium and mega and will be able to dock 18, 5 and 4 vessels respectively.
We will leverage the surrounding projects such as the Drydock Facility and the Oil Terminal Facility to provide an extensive range of services to clients. In addition to short and long-term docking, we will also offer vessel valet, maintenance & repair and bunkering services.

CONDOMINIUMS (LIVING AND VACATION RENTAL)
The growing activities following our project will drive demand for housing in the area. That’s why we will construct a modern and high energy efficiency Residential Complex catering to short-and long-term rentals as well as homeowners. The complex will host 20 four-level buildings for a total of 300 units with state-of-the art amenities and facilities. These units include 160 apartments, 60 student homes/vacation rental and 80 luxury vacation homes, making the complex inclusive and dynamic.

RESEARCH CENTER - UNIVERSITY & CAMPUS

Driving innovation is key to our strategy. That’s why we will create an R&D center, focused on discovering cost effective advancements in the technical industry. Research will draw from the surrounding business activities and include renewable energies, waste management, advanced materials, biotechnology and business optimization.
The goal is to become an excellence center where knowledge is exported in the form of consulting on specific technical fields such as RE/EE, waste management & recycling and metallurgy. We will achieve this by fostering a close relationship between the Research Center, the surrounding business and the island as a whole.

We will host an applied-science university which will be connected to the Research Center. We want to create a world-renowned science and engineering institute focused on marshalling innovative tools to address scientific questions and societal issues.
The university will offer a range of programs including industrial design, mechanical and electrical engineering. One of the key value propositions to students and researchers/professors will be the vibrant technical hub they will be in, allowing students to gain first-hand engineering experience.

TRADE SCHOOL - TECH SCHOOL
As part of our strategy to mobilize our local technical workers we will host a trade school/vocational center which will offer highly tailored training programs geared towards a specific technical field (welding, HVAC training). Our goal is to close the gap between the project’s required skills and the local available workforce capabilities. By doing so, we can support the surrounding projects with the most up-to-date industry best practices while fostering our local workforce.

SPORT CENTRUM
Bridging our innovation strategy with our community development goals, we will create a “Smart Sporting Complex” which will host world-class and certified facilities such as baseball fields and swimming pools. Our vision is to position Aruba as an eminent sporting hub which will highlight our local talents and attract high-profile scouts. We will do this by creating a technology-driven facility which will boast the most up-to-date sporting innovations. These will include, environmental chambers, Internet of Things (IoT) application across the facility, and a Performance Analysis Suite which will be used to track and analyse individual and team performance.

FISH PROCESSING FACILITY
Leveraging our most abundant resource, we will create a facility to process, store and export independently caught fish and seafood in a safe, technological and environment-friendly way. The goal is to formalize Aruba’s fishing industry and provide a distribution and processing center for both the local and commercial fishers operating in/near territorial waters.
The facility will offer services ranging from flash-freezing, canning, smoking, packaging, resizing, and shipments and will include a docking pier that can service over 20 commercial fishing vessels. This pier will be shared with the adjoining port, adhering to our strategies of multi-using resources.

STORAGE AND WAREHOUSE COMPLEX
Adjoined to the Fish Processing Facility, is the Storage & Warehouse Park. The key purpose of the park is to support the surrounding businesses with extra storage space for heavy equipment and machinery.
In addition to the storage, we will also develop a Warehouse Park which will serve as an innovation-hub, meeting and workspace. Following the example of Amsterdam Science Park’s Startup Village, we will develop co-working spaces that the project’s businesses can utilize and where technical startups can establish.

UTILITY FACILITY, WASTE WATER TREATMENT RECOVERY
AND RECYCLING PLASTIC FACILITY
In an effort to contribute to the renewable energy and sustainable waste management movement, we will invest in creating a Utility & Waste Treatment Plant which will host three main activities:

Wastewater Treatment & Recycling Plant

Waste-to-Energy Plant
We plan on undertaking a joint venture with DOT to run a pilot test on one of their turbines. Secondly, we will employ a Wastewater Treatment & Recycling Plant which removes contaminants from wastewater or sewage and converts it into an effluent that can be returned to the water cycle. Lastly, we will host a Waste-to-Energy Plant with the goal of offering the GoA to process the entire island’s waste stream according to a viable and feasible business case.

BOARDWALK & MARKET
Drawing from Japan’s famous Tsukiji Market and New York’s Chelsea Market, we envision creating a vibrant market surrounding the Fish Processing Facility. As part of our strategy to promote community development, we want to open up the refinery to the public. That’s why we have designated a plot for a boardwalk which extends from San Nicolas’ famous “Village”, creating a walk-way to and from the waterfront and splitting the Industrial Park into two sections.
The boardwalk and market will host a variety of concessions, restaurants and food wholesaler. In order to strike a perfect balance between vibrancy and serenity, we will equip the boardwalk with landscaping, scenic views and family-oriented amenities.
