PMEC is pitching to provide service to ATA for all specialties listed in the RFP.
1. Infrastructure guideline advisory and creator
3D Rendering/visualization/artistic inclusion. As you can see further into our proposal, we have been developing 3D Rendering and visualization/video editing projects together with our alliance partner Skyfall for our clients in the past.
2. Develop of RFP tender packages and construction drawings. We can support ATA into all phases of the project, from initial phase to closing phase. The benefit in working with PMEC is that we provide all necessary engineering discipline under one roof. No need for outsourcing.
3. Infrastructure advisor work for general consultation as we did previously for ATA on many projects.

CONTRACT TYPES
All legal contractual relationships generally fall into one of two broad families: either fixed-price or cost-reimbursable. Also, there is a third hybrid type commonly used called the time and materials contract.
FIXED-PRICE CONTRACTS (LUMPSUM)
This category of contracts involves setting a fixed total price for a defined product, service, or result to be provided. These contracts should be used when the requirements are well defined and no significant changes to the scope are expected.
For such type of contract, we used a different type of standard to calculate our FIXED-PRICE.

For Architecture Design (if applicable in the future) the applicable pricing will be according to the ARNA guidelines, which is the common practice in Aruba and former Netherland Antilles.

For all Technical Designs, the RVOI 2001 is applicable, which is also a common practice in Aruba.

Both above mention standards calculated the fee based on the total project cost estimate and the complexity of the project.
COST-REIMBURSABLE CONTRACTS
This category of contract involves payments (cost reimbursements) to the seller for all legitimate actual costs incurred for complete work, plus a fee representing seller profit. This type should be used if the scope of work is expected to change during significantly during the execution of the contract.
This type of contract is lease likely to happen.

1. Gateway 2030 Enable Works Aruba International Airport – Utility Building (Year 2020)
The Aruba Airport Authority (AAA) is planning to expand the existing Terminal Building and refurbish part of the existing terminal to cope with increasing traffic demand at Queen Beatrix International Airport.
Part of the expansion is ‘the Enabling Works Project’. In essence this project entails the physical preparation of the area for the terminal expansion.
For this project Hill International has won the Owner's Engineer assignment to manage this project and PMEC experienced team was later hired to support HILL on this project.
Prior to us being part of the project team with Hill International there were other local engineers hired that were underperforming.
Three subject matter experts from our company were hired to replace the other engineers and to support Hill International with their assignment. Also, the lead project manager from the HILL International side was also replaced with other more experience project manager.
Lesson learned take a way on this is case is that is it very important for the success of the project to recruit the right person(s) (subject matter expert) doing the work.
2. Project New Building – Present (Confidential)
This project is a unique project because the initial and planning phase has a year lag with the execution phase. The previous Project Manager did also a poor work because he did not communicate and engage the stakeholders early into this project. Once the project has started the key stakeholders that were not engage came with lots of change request and new requirements.
My role as the new appointed Project Manager is to direct, lead and manage the project team and stakeholder, monitor, and control the contractors and to validate compliance with the scope of work and deliverables. All change request has been issued to the Project Management Team for approval and only approved changes were executed.
By engaging all key stakeholders more into the project, the outcome was beneficial and helps the validation and acceptance of the work when closing the project.
Currently we are in the final closing phase of the project where all archive documents will be hand over to the client.
Lesson learned take away is involve all stakeholders early in the project phase, communicate and ensure their engagement during the life cycle of the project. This will avoid scope creep and budget overrun.
